Developmental organizations and their impact in Chitral

Many government and non-government organizations (NGOs) are working in different sectors in Chitral, the largest district in Khyber-Pakhtunkhwa. No one can deny the role of NGOs in the support and development of the community in
Chitral. They play a very important role in development of the area. Even though, due to lacking of a systemic and structured process of monitoring and evaluation among NGOs, their performance and impact are not up to the mark. However, they are serving the
area in a better way as compared to government organizations.

Unfortunately, we have developed a trend and culture in our society to honor and value a person by his/her designation, authority or social status rather than his/her character and performance in the respective field. This trend
is well observed in both government and non-government institutions but to a high caliber in government institutions. This difference is because of the sense among government employees that no one can question about their performance, once they have gained
the post, they are permanent whatever their performance would be.

Another factor is the substandard system of performance appraisal of employs in government sectors, as the appraisal based on the duration of service not on their performance during their service. This trend makes them vulnerable
to commit corruption and injustice, in which they spoil their conscience, earning, living, and eternal living. As long as this trend prevails, the performance of government organization will be a question mark.

Similarly, majority of NGOs have adopted this trend as well. The resources provided by the NGOs are allocated disregard to justice, equitability, and priority. The amount of money spend by different NGOs in the rejoin does not
correlate with the impact. The performance of these NGOs could be more effective if they work on the basis of equitability, fairness and merit rather than “take, spend and enjoy”. Unless the performance of social organizations does not improve, we cannot develop
and alleviate poverty. Organization will form; some lobbies will take over and use them in making themselves wealthy, healthy and strong, leaving only frustration and poverty for the community.
