United States of America’s President Barak Obama ordered all the government agencies to transform themselves to be entirely equipped with the digital records management system “where feasible” and gave them only four weeks to be converted.
Obama issued a memo in which he said that one of their plans is to provide their public an access to the government records by moving them to the National Archives and Records Administration (NARA), which will give them a spectrum through which the next
generations will understand and learn from their actions and decisions.
Obama noted that the current federal records management system is based on an obsolete approach concerning paper and filing cabinets, and required to be digitized.
"Today’s action will move the process into the digital age so the American public can have access to clear and accurate information about the decisions and actions of the federal government," Obama said in a statement.
Obama directed the National Archivist, David Ferriero, to coordinate with Jacob Lew, director of the White House Office of Management & Budget (OMB), and Thomas Prrelli, The Associate U.S. Attorney General to review relevant statutes, regulations, and authorized
NARA guidance to identify chances for modification that would help enhanced government-wide records administration practices, mainly with respect to electronic records.
The chief documentation officer for the U.S government Paul Wester said in an interview with the Computerworld that the president order is actually about motivating a more open government where citizens can access information in a more “Web 2.0” format.
Wester revealed that no one is entirely digitized yet, and that was one of the challenges they were driving towards with the presidential order. He added that the wider direction was about open government and transparency, being more responsive to citizens,
implementing more open business operations between agencies who can then interact with one another. Moreover, he said that to create a more unique digital records system, new laws and regulations may be needed to carry on the process.
