President Asif Ali Zardari will address a joint session of parliament by March 2012 soon after the Senate elections.
This will be the President Zardari’s routine address to the joint session, as according to the constitution the president of the country is bound to address the parliament at least once in a year.
Earlier, in beginning of December, a statement was issued by the presidency stated, “President Asif Ali Zardari has decided to address a joint session of parliament after Ashura (10th of Muharram).
Under Article 56-1 of the Constitution, the president may address either the House or both Houses assembled together and may for that purpose require the attendance of the members.
Prime Minister Syed Yousaf Raza Gilani, Presidential Spokesperson Farhatullah Babar and Senator Babar Awan had also announced that the president would address the joint sitting of parliament by mid December. It was the time when memogate scandal was rising
and posing threats to the PPP-led government.
A source in the PPP said that now no early address of the president unlikely to address parliament before March because of his health’s condition and other political engagements. However, he will not miss his routine address to the joint sitting over the
start of next parliamentary year.
Political analysts say that announcement of Present’s address in December was a tactic of PPP to divert the focus from controversial memogate. Soon after the Ashura, President Zardari had left for Dubai for medical treatment which ignited a series of controversies
and speculations about the political future of the PPP.
Though the memogate scandal has not been settled so far, the president has decided to address the parliament in March soon after the start of new parliamentary calendar year.
The Pakistan People’s Party (PPP) is expected to gain majority of the seats in the Senate polls due to its good numbers in all provincial assemblies. Asif Ali Zardari will be the first president to address a parliament four times.
