Sindh Assembly calls for action against illegal conversion of fuel
Friday, December 23rd, 2011 11:39:49 by Farhan HameedIn Thursday’s session of the Sindh Assembly, the members of the house have asked the Speaker of the Assembly to take immediate actions against unauthorised fuel conversion of public service vehicles from petrol and diesel to CNG.
The Sindh Assembly also demanded to take notice of the sale of substandard gas kits not meeting the minimum standards of the quality control and safety parameters.
These proposals were put forward as the series of the devastating accidents involving the explosion of CNG cylinders continues to take many precious lives of the passengers across the country. The Sindh Assembly demanded the Speaker
to take immediate actions to ensure the safety of the travellers using CNG-fitted public transport.
A resolution was put forward by the lawmaker of Pakistan Muslim league (Functional), Nusrat Bano Seher Abassi. The contents of the resolution had already been discussed by the members of the house and the Speaker asked for a vote
to accept or decline the proposals.
The house unanimously passed the redrafted resolution that reads: “This assembly resolves and recommends to the Sindh Government to approach the Federal Government to take exemplary action against the un-authorized conversion of
public vehicles from fuel to CNG and sale of old and substandard CNG kits for vehicles which does not meet the minimum quality control / safety parameters. Un-authorized conversion becomes major cause of explosions of CNG cylinders, and also a cause of loss
of several innocent lives.”
On the other hand, OGRA (Oil and Gas Regulatory Authority) has already proposed to ban the use of CNG in public busses and vans. The officials have cited that the major purpose for the recommendations of such ban was the increasing
number of fatal accidents involving the CNG systems in public transport. The major reason for such tragedies is told to be the use of substandard fittings in the vehicles.OGRA has failed to develop a mechanism to ensure that all CNG-fitted vehicles obtain
a fitness certificate before starting their operations as the public transport. Instead, the authority has announced that officials of Hydrocarbon Development Institute of Pakistan (HDIP) will be split in teams to visit the CNG stations across the country
and will ensure that fuel is filled only in fit vehicles
