CNG Association to establish CNG-Kits checking systems points in 25 major cities

Islamabad: (Tuesday, December 27, 2011) responding to the several incidents of CNG-Kits exploding incidents, the All Pakistan CNG Association has decided to establish checking system from December 28, across the country.

The association’s Central Chairman Ghiyas Abdullah Paracha said the CNG commercial and public transport vehicle checking system would work in 25 major cities of the country to prevent accidents occurring due to local, sub-standard
and un-licensed CNG kits and cylinders.

“We are grieved at the loss of precious human lives but CNG stations are not responsible for all this. We have told the government on several occasions to check and stop illegal kit conversions and workshops but the responsible departments have not taken any
action,” he observed.

Dispelling the impression the association is launching the initiative on directives of any official authority; he said the association had not received any instruction from the Oil and Gas Regulatory Authority (OGRA).

However, he added, “we are in negotiation with OGRA to resolve issue and we have started our job to check vehicle just for the sake of safeguarding human lives.” Meanwhile, the OGRA has asked All Pakistan CNG Association (APCNGA) to immediately stop filling
CNG in all public service vehicles, which do not qualify the laid down standard as per CNG rules.

The authority had called a meeting of APCNGA with respect to current fire related accidents in CNG fitted Public Service Vehicles. In the meeting, which was attended by APCNGA and senior officers of OGRA, it was pointed out that the main cause of most of fire
related accidents was improper CNG fittings, location of cylinders beneath the seats or on roof top from un-authorised roadside workshops. This results in gas leakages, which is the main cause of almost all explosions reported recently, he said.

It was also pointed out the CNG stations were not following the mandatory re-fuelling procedure. The OGRA chairman advised APCNGA that all CNG stations must follow CNG re-fuelling procedure in letter and spirit. He also asked APCNGA to constitute their own
teams to visit CNG stations at random to ensure public safety.

Moreover, a team comprising representatives of OGRA, APCNGA, HDIP and OMCs was constituted to check safety measures at CNG stations in order to ensure public safety.
