Revenue Department: A hub of corruption
Tuesday, December 27th, 2011 5:16:36 by Sharjeel AhmadIn one part of the world, people are going to establish residential and commercial malls on the stars and in the other part, we spend weeks and months to search for merely a property document from the record of our revenue department. How big the difference
is!
Allama Iqbal said rightly “God does not change the destiny of the nation which is not ready to change it by itself”. The biggest problem with us is that we do not want to change at all. Perhaps, we have compromised with the oppressive status quo and we are
happy with our plights. Neither the government nor the public bother about getting rid of this erroneous social, political and administrative set-up. If someone dares to talk about change, he/she is dubbed as rebel or apostate.
Coming to the point, it is a matter of common observation that over revenue department is awash with corruption. The age-old Patwari culture is still intact, rather progressing. Approximately 99.9 percent Patwaris have below matriculation qualification and
get jobs through backdoor.
To the extreme of absurdity, they enjoy a number of authorities and privileges which they daringly misuse to earn huge sums of unfair money. A Patwari, whose monthly salary is hardly 10 to 15 K, has a glaring house, a 1000CC car, a luxurious life style and
an immense bank balance. What a hell! Have you ever thought that where do all these things come from? Definitely, they come from the pockets of the poor bread winners like me and you.
Unfortunately, if you ever happen to visit a Patwari, you will have to face a savage and scoundrel who talks like a king and treats like a Don. He will not be ready to even see you without getting his ‘fee’—-I mean bribery.
Another important thing, that always goes unnoticed, is illegal transfers of lands from a real owner to a fake grabber. There are thousands of such type of cases in our country. Patawaris receive abundant briberies to perpetrate this unfair and inhuman act.
Despite this, they go unquestioned.
The most significant part of this problem is hand-written land record which is ‘saved’ in the store rooms of the revenue department. Most of this record has been eroded with moisture or eaten away by rats. Moreover, the handwriting of Patwaris is so poor
and illegible that even they themselves are unable to read what they pen down. Oh Hell!
Chief Minister Punjab, Mian Shehbaz Sharif, has reiterated many times verbally, as nothing is done practically in Pakistan, to get the whole land record computerised. But it has been done and, believe me, it will not be done unless a fair leader comes in
Prime Minister house. The politicians cum feudal lords, whose lands are ill-gotten, can never let it happen. Never ever. Let us rise up to get rid of them.
