Rawalpindi: (Saturday, December 31, 2011) The tall claims on Part of Chief Minister Punjab Mr. Shahbaz Sharif have failed to hide the bad governance in the province that has made life miserable for the ever weaker people of this
poor country. The situation can be understood from the fact that in order to get the girls college in Dhoke Syedan completed, the people of the area, along with some social workers had to launch a advocacy campaign.
The college, for which 75 per cent work is completed, has become a haven for drug addicts, but the rulers are not willing to release the necessary funds for its completion as yet. The work on college is pending since 2008.
The scheme does not fall in the Annual Development Programme since 2009. Talking to the media reporters, District Coordinator CPDI Syed Kausar Abbas told that Constituency Relations Group (CRG) of Centre for Peace and Development
Initiatives (CPDI) has recently started an advocacy campaign for completion of these colleges, as it is the basic need for the people living in the locality.
He said that according to the information taken by the responsible officials of building department public money of Rs42.104 million has been spent on these colleges, but it has been funded since 2009.
These colleges were started by former chief minister Pervez Elahi in 2007 and were then taken up by opposition leader Chaudhry Nisar Ali Khan and Member National Assembly Malik Abrar Ahmad. A constituency relations group named Citizen’s Voice of NA-54 was made
by CPDI in collaboration with Free and Fair Elections Network (FAFEN) in NA-54 and as well as in NA-51, 55 and 56.
The purpose of these groups is to identify the issues of the constituency and to highlight them for concerned officials. These groups are acting as a bridge between elected representatives, government officials, and public.
He said that under this campaign CRG has displayed banners to highlight the issue of the college and wrote letters to the chief minister, secretary Higher Education, Building Department, commissioner, Finance Department and District Coordination Officer, but
they did not respond to the application.
He also said that they met with the local MNA Malik Ibrar Ahmad for this purpose, but he did not show concern. CRG started meetings with the local community to make the allies and they have planned peaceful walks, media forums, raising voices on the meetings
with the government officials, etc. He said that they want to include this college in the Annual Development Programme of 2012-2013.
