No freehand to agencies to kill people; says NA committee
Wednesday, February 22nd, 2012 11:12:05 by Faisal FarooqExpressing concerns over the increasing incidents of enforced disappearances of citizens, the National Assembly Standing Committee on Human Right expressed Tuesday the security agencies could not be given license to abduct and assassinate people.
“The forceful disappearance of the citizens by the police and security agencies is regrettable and severe violation of basic human rights,” the committee observed unanimously that met at the Parliament House with Raiz Fatyana in the chair.
The panel also condemned the U.S. Congress resolution on Balochistan, favoring its independence from Pakistan.
Meanwhile Adviser to Prime Minister on Human Rights, Mustafa Nawaz Khokhar expressed reservations about the condition of the family of Osama Bin Laden, who was killed by US Navy seals on May 02 last year in Abbottabad.
He was of the opinion the Ministry of Human Rights was worried about health and education of the Osama’s family members, who were detained by the secret agencies after the operation.
“We are unaware whether the basic human needs are being provided to Osama’s family or not,” the adviser said adding according to the Geneva Convention, Pakistan was bound to provide all the facilities to the family including education for the children.
He was speaking after the matter raised by a committee member. However, Chairman Committee Riaz Fatyana said that the panel was not taking up the matter.
About missing persons, the committee pointing toward US resolution on Balochistan, said the issue provided a chance to others to interfere in the Pakistan’s internal matters.
The committee also expressed its annoyance over the Balochistan Government for not presenting the report of killing of Dr. Baqir Shah and directed IG, Balochistan to submit a report in this regard.
Dr. Baqir Shah was part of the probe team, which investigated the Kharotabad incident. He held the autopsy of five Chechens killed by FC personnel in the incident. He was gunned down in Quetta on December 29 last year.
On the other hand, the officials of the Higher Education Commission (HEC) informed the committee that the department was facing shortfall of seven billion rupees to meet the educational requirements.
At this, Mustafa Khokhar said that the government was spending Rs. 13.5 billion on FC in Balochistan while it has no funds for thousands of students.
