Supreme Court directs ISI, MI to submit report on Balochistan by March 7
Friday, February 24th, 2012 3:16:59 by Faisal FarooqThe Supreme Court directed the Inter-Services Intelligence (ISI) and Military Intelligence (MI) to submit a detailed report on the security situation of Balochistan by March 7, expressing concerns over the mounting lawlessness in the province.
A three-member bench with Justice Shakirullah Jan in the chair heard two cases, a petition filed by Balochistan High Court Bar Association (BHCBA) against the incidents of target killing, kidnapping for ransom and the overall poor law and order situation in the province, and suo motu notice on the killings of MPA Balochistan Bakhtiar Domki’s wife and daughter in Karachi.
In the previous hearing, the apex court had ordered the MI and ISI to submit a report over the matter. Attorney General Maulvi Anwarul Haq informed the court that he had conveyed the court’s message to the top spy agencies and they had requested to give some time for filing of the report.
He further prayed before the court that the secret agencies had requested for an in-camera briefing in the court’s chambers due to sensitively of the issue.
Later, the apex court rejected a report submitted by the Addition Advocate General of Sindh, saying that the findings in the Domki’s family murder investigation were equivalent to zero.
According to the report, which quoted eye-witnesses, a couple of vehicles including a Suzuki Alto and a Daihatsu Core were used by the attackers. Police had launched a search operation in which they inspected hundreds of vehicles, the additional advocate general told the court.
Justice Shakirullah Jan was of the opinion that the court had ordered the police to probe the matter with open eyes. He, however, said the findings suggest otherwise. “The police have failed to produce tangible results,” the judge added.
The court was informed by Senior Superintendent of Police Niaz Khoso that the bullets were fired from the same gun and that further investigations are in progress. Upon which, the court summoned Inspector General of Sindh in the next hearing, ordering that he should inform the court why supervision in the case was not done appropriately.
The SC had directed earlier that senior police officials will supervise the case and in the hearing today, replies were given from the constable’s file. The court also ordered the Sindh police to submit a joint investigation report on March 7.
