IHC put stay on inductions of attachés

On Tuesday, the IHC sought explanation from Ministry of Overseas Pakistanis over allegedly illegal appointments. Justice Noorul Haq Qureshi on February 21 had stayed the posting of the newly-selected CSAs at Pakistani missions abroad.
A petition filed by Abrarul Haq Shami challenged the selection of the influential persons as community welfare officers to which the IHC put a stay order on the said postings.
Mohammad Bashir Khaitran, another person from Balochistan also submitted a similar petition, claiming the appointments were politically motivated and were based on nepotism.
In his application, he argued that Secretary of the Ministry of Overseas Pakistanis had included the names of persons, who had not even appeared for interview before the committee formed to finalize the selections.
The ministry secretly issued the notification for posting ten attachés at different foreign missions, proving the process merely formality.
Almost every appointment, according to him, was politically prompted and it was a clear example of favouritism. The pleader asked the IHC to suspend selection of CWAs and direct the respondents to induct suitable candidates from Balochistan instead.
According to the notification regarding the appointments of CWAs issued by the Ministry of Overseas Pakistanis, Punjab governor’s son Sardar Balakh Sher Khosa was appointed as community welfare officer in the Pakistani High Commission, London.
The other CWAs were Moinuddin of Inter Services Intelligence (ISI) at Riyadh; DG project coordination unit Peshawar, Mazharul Haq Kakakhel at Jeddah; deputy collector Haroon Waqar Malik at Kuwait; deputy commissioner income tax Fiza Batool at Malaysia; Deputy Commissioner inland revenue Amir Rehman at Tripoli; deputy managing director Punjab Small Industries Corporation Maqsood Qadir Shah at Bahrain; Mohammad Aslam Ghauri at Barcelona, National Bank`s officer Syed Tahseenul Haq at Jeddah and Syed Azhar Raza Hashmi from private sector at Doha.
Ministry of Overseas Pakistanis has filed an application with the Islamabad High Court (IHC) to vacate stay order on the appointments of Community Welfare Attachés (CWA) in ten countries.
Counsel for OPF Ministry Akram Sheikh Advocate submitted the application to vacate the stay order. The court will take up the application for hearing on March 19.
