President Zardari approves bill for the formation of National Commission for Human Rights

Karachi: (Wednesday, May 30, 2012) President Asif Ali Zardari here today approved and signed the bill seeking the formation of the National Commission for Human Rights. After approval of the bill, an independent and powerful body
will be formed to watch for the human rights conditions in the country.

The bill states that the commission would comprise of 10 members, headed by a retired judge of the Supreme Court or by a human rights expert.

The board of governance of the commission will have two reserved seats – one for a woman while another for religious minority.

The commission will have the authority to hold any institution accountable over human rights violations. Moreover, the commission will also reserve the right to take suo motu notice of the human rights breaches in the country.

The National Assembly of Pakistan passed the bill back in December 2011, while after about three months, in March 2012, the upper house approved it. Now, before becoming a law, the bill required consent and signature from the President,
which have come forwarded today.

Two weeks ago, the Human Rights Watch (HRW) had urged the President to not to sign the bill for the formation of the commission unless its mandate is revised to “authorize investigations of the military and the intelligence agencies
for human rights violations.”
