Though LCDs are a complicated problem and only technicians are capable of replacing the damaged ones. However, front panels, or screens, are a different matter.
In case of Apple devices, the company has separated front screens from the LCD since iPhone 3G to reduce the cost of replacing them. However, it has also become easy to replace the front panels, especially at home.
The following post will offer a run down some easy steps to replace the damaged front screen. The steps can be used on iPad 2 and the new iPad but most probably the new iPad will have warranty so its not advised to replace the screen personally please refer to your warranty card and the company for further information.

Following are steps to replace the screen.
Components and Tools Needed
The screen is available online for 100 to 150 bucks. It comes with its own adhesive strips but if that is not available then use a double-sided tape to attach the screen to the iPad. The home button and the camera bracket from the old panel.
Hair dryer or heat gun, small plastic wedges and a Phillips-head screw driver to keep the screen detached from the iPad.
Back up the data on iTunes or iCloud in case anything goes wrong with the device.
