Legislation is solely right of parliament; says Qamar Zaman Kaira
Thursday, August 9th, 2012 12:01:38 by Faisal FarooqMinister for Information and Broadcasting Qamar Zaman Kaira has said that legislation was solely the right of parliament, adding that no government offices have the right to intervene in the lawmaking.
Addressing a seminar on Civil Military Relations in Islamabad, the minister said that successive martial law regimes have weakened government departments and the country overall.
He stated, “The Pakistan Peoples’ Party (PPP) kept its past mistakes in consideration when working on its policy of reconciliation and avoided confrontation between different government institutions”.
Rejecting the impression that the government was in any confrontation with the judiciary, he said the Contempt of Court Act was passed by the parliament and it could address any objects if judiciary has.
“If some provisions of the law were in violation of the constitution, only those provisions should have been annulled by the court”. He reiterated that legislation was the domain of parliament and no other institution should interfere in it.
He said they will hold detailed consultations with their legal experts over the NRO verdict, adding that the all the orders of the apex court had been and will always be duly respected.
He added, “Society and institutions have to function in harmony, and that attitudes take time to form, and that to understand change in society, the dynamics of the civil, military, judicial relationships have to be taken into account”.
While referring to the current state of relationship between the executive and the judiciary‚ he said the latter was asserting its independence for the first time in the history of the country.
He was of the opinion that there could be difference of opinion between executive and judiciary on certain issues like difference of opinion between other institutions of the sate on various matters.
He added that the government had always implemented court verdict and would continue to do so in the future as well.
The minister categorically stated that elections would be held on time, adding that victory in by-elections was a manifestation of the confidence posed by the masses in the PPP.
