PPP, MQM agree on local-government formula

After narrowing down their differences on the touchy issue of the local government system, the Pakistan People’s Party (PPP) and the Muttahida Qaumi Movement (MQM) on Monday struck a deal.

Following the intervention of President Asif Ali Zardari, the two parties agreed on a formula for the implementation of the local body system in Sindh.

According to the media reports, a draft was prepared after marathon of talks and a notification in this regard is expected to be issued Tuesday.

The new system would be implemented in Karachi, Hyderabad, Mirpurkhas, Larkana and Sukkur, the reports added.

The reports added that the Local Government Ordinance Act 2012 will be a revised version of the Local Government Ordinance Act 2010.

It is vital to mention here that the matter had been an issue of contention between the MQM and the PPP, the two ally parties in the federation and province, and had held more than a dozen sittings to resolve the differences.

Under the new ordinance, the appointment of administrators would be on a political basis whereas district coordination officers would be posted along with commissioners within a division.

President Zardari reportedly intervened into the matter after the MQM showed great frustration with the deadlock on the issue.

The president underscored the need for the two allied parties to work hand-in-hand for bringing peace in the province, particularly in the metropolis city.

He observed, “The PPP believed in following the policy of reconciliation and taking along all its allied parties in all matters of national importance”.

He urged all the political forces should augment efforts of the law enforcement agencies in maintaining law and order situation in the country.

A report quoting senior PPP official said, “The MQM had once again decided to quit the coalition government and resume its negotiation with PML-N leader Nawaz Sharif, whom they are scheduled to meet at Punjab House today (Tuesday). This prompted the president to reach out to its key coalition partner”.

The MQM leadership is seeking control of the district police in the provincial metropolis. The PPP, however, showed reluctance saying these departments are under the provincial government.
