New Local Government Ordinance issues in Sindh

In what appeared to be a thaw after much hue and cry, Governor Sindh Dr Ishratul Ibad has inked the Sindh Peoples Local Government Ordinance (SPLGO) 2012, immediately bringing into effect a new system for governance in the province.

After signatures of Chief Minister Sindh Syed Qaim Ali Shah, the governor issued the ordinance to introduce new system of local body government.

According to the draft, the new system will be functional in five districts of the province which included Karachi, Hyderabad, Sukkur, Larkana and Mirpur Khas while remaining part of the province will have District Councils.

Mayors and deputy mayors would head the metropolitan corporations and chairman and deputy chairman would tend to the affairs of district governments.

Chief metropolitan officers would also be appointed who will share the powers with commissioners in the metropolitan city, while commissioners and deputy commissioners would continue looking after the revenue and law order situation.

Under the new system, the eighteen defunct towns of Karachi are also likely to be revived while the five districts would continue in order to ease the administrative affairs.

Following a marathon of 11-hour meeting between Pakistan Peoples’ Party (PPP) and Muttahida Qaumi Movement (MQM), the two parties had finalized the final draft of the proposed ordinance.

Sindh Information Minister Sharjeel Memon while briefing the media said that the two parties have evolved a consensus on the new local government system.

He observed, “The government has consulted with PML F, PML Q and ANP and cabinet members would also be briefed on it”.

Awami National Party (ANP), another coalition partner of the ruling PPP, rejected the new system in Sindh.

Senator Zahid Khan, who is also spokesperson of the party, said that his party would not accept any such system made by the absolute ruler. The circulation of SPLGO-2012 Ordinance equivalent to robbing the rights of the people, he added.

He continued that protest demos would be staged and an emergent consultative meeting of the ANP leadership has been called Friday.

    The SLGO2001 is an ideal law for local government system in Pakistan. Only some amendments required to control financial irregularities and corruption. In my opinion we have no need of any audit inspections to control the corruption or any other department like anti-corruption or other agencies. When we are going to meet our standard of working like other developed countries it is best way to invite international agencies to monitor our working and on their reports it will be better that steps be taken in light of these reports to improve our working or punish the person on default.

    Has SPLGO 2012 published/notified/gazettified at Sindh Govt. Press or not so far i.e 9:00 p.m. 13th Sept. 2012?
