Nawaz Sharif vows to deal with challenges in PML-N manifesto
Thursday, March 7th, 2013 9:16:54 by Tahir KhanPakistan Muslim League (PML-N) Thursday launched its manifesto for the parliamentary elections as its chief Nawaz Sharif vowed to deal with the challenging issues of terrorism, militancy, poor law and order, corruption, worst power shortage, unemployment and inflation.
Political activities are gaining momentum for the elections planned in May this year as the current assemblies will be dissolved on March 16 on completion of five-year term.
Nawaz Sharif releasing the manifesto said a Cabinet committee on Defence and National Security will be established to maintain democratic oversight of all aspects of foreign and defence policies.
Rejecting militancy and extremism, Nawaz Sharif promised to bring the lawless tribal regions into country’s political mainstream and ensure health, education and other facilities in these areas.
Releasing salient features at a news conference, in Lahore, he said that a specially deigned employment programme will be designed to generate three million new jobs in public and private sectors including one million each in IT and Small and Medium Enterprises sectors.
The PML-N government will revive the economy, double the GDP growth to over six percent, reduce budget deficit to 4%, reduce country’s dependence on foreign loans and assistance, decrease tax rates, ensure lower interest rates and make Pakistan emerge as one of the top ten economies of the world in 21st century.
All major export sectors will be sales tax free, an Export Import Bank (EXIM) will be set up.
Nawaz Sharif said the government will improve tax to GDP ratio to 15% by 2018, informal economy will be brought into Tax net, reduce tax evasion, reduce the number of federal and provincial taxes.
He said nearly 20 billion US dollars will be invested to generate 10,000 MW of electricity in next five years and permanently eliminate circular debt. High priority would be given to import gas through pipelines, intensify oil and gas exploration, develop coalfields by setting up of at least 5,000 MW of new coal fired power plants and to develop alternative sources of energy.
PML-N will form an autonomous National Accountability commission, adopt zero tolerance policy for corruption, ruthlessly stamp out corruption and across the board accountability of all holders of public offices would be ensured.
The Party will comprehensively review national security and foreign policy,, enhance relations with proven friendly countries, and normalize relations with other, seek peaceful negotiations for solution of disputes including Kashmir.

There are so many other contradictions and false promise which have not listed.
In regards to governance, the only thing that has been said in the manifesto is the promise to hold local government elections within six months without bringing reforms in the system according to the constitution. The constitution prescribes a three-tier system of governance, which includes federal government, provincial government and the local bodies. Article 140 A (1) of the constitution says: “Each Province shall, by law establish a local government system and devolve political, administrative and financial responsibility and authority to the elected representative of the local governments.” What this article says is that the local governments will have the same powers as the federal and provincial governments have in regards to raising finances, exercising political authority and controlling the administrative machinery. It also implies that the police and administrative officer will work under the local representatives. But in the prevalent local bodies system, the bureaucracy enjoys ascendancy over the local bodies who function under their administrative control giving the provincial government manipulative powers against them through the bureaucracy. Article175 (3) emphasises the separation of the judiciary from the executive but, unfortunately, this task has not been accomplished as yet. The manifesto of the PML-N also fails to address both these issues in disregard to the public demand and the constitutional provisions. That indeed is very disappointing. The PML-N is one of the major political force in the country and should have respected the public sentiment and its constitutional obligations.
