Haji Irshad, President All Pakistan Clerks Association, says that the clerks will observe pen-down strike against the budget.
He said the association will also hold an emergency meeting of the central leaders in a couple of days to chalk out strategy.
Ishaq Dar, the Finance Minister, did not give reasons as to why his government failed to increase salaries of the employees.
The APCA chief said that central leaders from all provinces and AJK will hold a meeting to finalize a protest plan.
He called upon the Prime Minister to announce hike in the employees from grade one to grade 16.
The opposition parties also rejected the budget as anti-people, saying that GST increase will increase prices of all essential items.
The budgetary document has suggested GST from 16 percent to 17.
The people across the country were surprised at the PML-N budget as they were expecting some relief but were disappointed as nothing has been offered for the common man.
Business community is also unhappy at what they called some vague proposals in the budget documents.
