Europe and U.S. Working to stop violence in Libya

The envoys of the European Union, the United States and the Arab League take dumps days to find a solution to this escalating violence and chaos in Libya. This weekend even traveling to Tripoli, but are now in constant contact with the heads of the main parties represented in the interim parliament.

The launch plan, devised for weeks, passing through promoting dialogue and agreement among liberal politicians in the coalition government led by Mahmoud Jibril and the Islamists to schedule general elections, a constitution and classical democratic reforms. But the arrival, on Sunday, of the coup led by retired Gen. Khalifa Hifter, and especially it has gathered a lot of support, has changed everything.

The European Union commissioner, in particular, the Spanish Bernardino León, and EU envoy to North Africa, that is now tipping on the critical situation in Libya. One of its key partners is the United Nations envoy in Libya, Tarek Mitri, with good contacts in Tripoli, but also responsible designated by the governments of the United States, Britain and the Arab League, Nasser al Qudwa.

The Secretary of State himself, John F. Kerry, has had to admit they were not doing enough to stabilize the country. The U.S. ambassador to Libya, Deborah Jones, was much more explicit and confessed, in a political center in Washington, which was very difficult to get out and condemn what the renegade general had done because their stated goal is to pursue terrorist groups.

The good connection to the EU and the U.S. with Tarek Mitri is critical to advancing any output. United Nations has a custom Security Council in Libya without which it could not do anything on the ground. But now is not enough. The plan ” UN plus” means reinforcing the draft agreement was reached in February Mitri with liberals and Islamists still in fair Parliament when his mandate expired. So they decided to extend it, which already caused a first coup of General Hifter own.

In the fine print of the agreement was and is it call a general election before the summer (it is not confirmed that they are to be June 25, but the middle of that month), draft a constitution and implement economic measures and political institutions democratic countries, as another election law. A sheet similar to the route followed in Tunisia and now worked.

The first major obstacle to the success of this program came with Operation Dignity led last Friday Hifter general in Benghazi, the second city of the country, dominated by Islamist and jihadist forces.
